The transit-oriented development (TOD) concept for the intersection of Ashland Street and Highway 99 was requested by the City to replace an existing strip commercial development there. Fred Glick coordinated the urban design team for Ashland Street Transportation-Land Use Plan, for which the City desired to further transform the area into a more pedestrian-oriented, aesthetically pleasing corridor. The City believed that such planning and design services would help the area to become a comfortable, pedestrian-oriented shopping district serving transit patrons and providing bicycle access to the area from downtown and Southern Oregon University. Services include an extensive public participation program, redefining the street corridor to develop a complete pedestrian oriented right-of-way, reconfiguring the interface between the public right-of-way and private commercial properties and dealing with surplus parking along the 1.4-mile Ashland Street area.
